TERMS OF REFERENCE - CONSULTATIVE COMMITTEE (CC)
OBJECTIVES:
BEESG wishes to empower a Consultative Committee (CC) to provide community oversight aimed at the
following to ensure:
- A logical, efficient and thorough process is followed to select the most appropriate technological solution for any reuseable/renewable energy proposal.
- The community is effectively engaged during the proposal development phase to understand, document and address concerns and aspirations of residents regarding waste management and energy production.
- Any proposed solution demonstrates ethical practices, open communication, and transparent processes.
- Any realistic social, environmental, educational, economic and/or energy production opportunity to provide maximum sustainable benefits for the community is addressed.
MEMBERSHIP:
All waste-to-energy and power production projects effect many sectors within a community. Therefore, the CC will have representation from relevant sections of the civil service, core business partners, community groups and knowledgeable residents and any benefits derived are optimized and spread throughout the community.

RESPONSIBILITIES:
Members of the CC are expected to support the over-arching objectives of the project yet remain open to
concerns and to seek clarity regarding any unclear or uncomfortable issues as they arise. Members are invited
to challenge assumptions and encourage diligence in pursuit of truth. Members are expected to make all
reasonable efforts to participate in all meetings and to speak honestly, openly and respectfully. The rules: "Speak
without being offensive, Listen without being defensive, and Disagree without being disagreeable".
Memorandums Of Understandings (MOU), which BEESG will sign with various entities, may stipulate prior
permission must be sought for any release of information to the public. Given the sensitive nature of the
information, it is vital all parties, including the CC, honour confidentiality. Therefore, release of information to
the public will be co-ordinated between BEESG, CC and the contracted entity.
Several town-hall meetings will be conducted to present the proposed reuseable/renewable-energy solution and to seek community input. Members of the CC will be prepared to participate in a meaningful fashion, including potentially sitting on panel discussions and/or moderating discussions. It will be BEESG’s responsibility to provide: venues, refreshments, presentation data and reports, and secretarial and IT support for the CC. BEESG, with the CC, will also make all arrangements for town-hall meetings including advertising, media coverage, etc.
TIME COMMITMENT:
The MOU usually allows BEESG six months to access all necessary information to begin preparing the proposal. We would anticipate a subsequent six-month period to develop the proposal and gather community input. Therefore at the outset, BEESG would seek a commitment from CC members for a period of approximately one year and would plan on monthly CC meetings.
